Tax Rate Empty Tax Rate

After the ten days of 30% tax rate, we were told it would drop back down to 10%. This has not happened yet. Any word why?

And we will go to 5th when every one has 3 cities and 6th cities when everyone has 4 cities and 7th cities when everyone has 5 cities. And so on.

Since grants are loans of which do not collect interest will you provide loans to build cities with a certain interest rate established. Say matching that of the Federal Reserve's?
